My dream Zilean

If I worked at riot and was tasked with reworking Zilean, here's what he would have:

P: New passive: Relativity - Zilean gains bonus health and mana regen for every champion in his vision radius that he moved faster than over the last second. This bonus is doubled against enemy champions. Basically the game tracks units moved over the last second and grants Zilean sustain for taking advantage of the theory of relativity.

Q: same as current, assuming the incoming QoL changes are good

W: it will now only rewind time off of the last spell Zilean cast instead of both q and e.

E: in addition to the current movement effects, it will also grant +/- (10/20/30/40/50)% of the target's current health/mana/energy regeneration and remove/add (2/4/6/8/10)% cooldown reduction. This can break usual cooldown limitations to bring a champion's CDR to -10%/+50% if an enemy has 0% CDR or an ally has 40%. These extra effects don't apply to Zilean.

R: 10 second longer base cooldown at all ranks, but it can be affected by rewind again
