Context on Zyra change?

On the PBE, there is a change where her seeds recharge time has changed to 20/18/16/14/12 from 17/16/15/14/13.

I'm honestly wondering where this is coming from. If you wanted her to have less plants, could you try removing the RNG double seed spawn first? Then increasing her passive CD?
