Dark Harvest 1 shots?

Let's say you're playing veigar with dark harvest, and you ult someone and it literally one shots them. No autos, theyre at full hp, but they die as soon as you ult. Do you still get a dark harvest stack even though you didn't damage them at below half hp?

You do but

  1. Why would you go DH on Veigar

  2. Veigar cannot kill anyone above ~85% hp unless he's giga fed and has Predator with LUden's

  3. Why would you play Veigar.
