Shield Breaking Item or Debuff

I was just wondering if riot had any plans to make an item or some kind of debuff that allowed for damage to either do more damage to shields or ignore them or something in regards to shields. I recently played a game against ivern and janna and it just felt like their shields were too much for our comp that early in the game. Is the only counterplay to shields to simply do more damage than they offer? If healing has a debuff (grievous wounds) I feel like shields should also have some sort of debuff to them to allow for champs to actually hurt the opposing team.
