Question about ranked elo point distribution

Currently won 11/12 games I've played on my smurf. Last season was gold 1 and got placed Platinum 4 after going 9/10 in placements. Upon winning 2 more games in a row my points are only going up by 13 for both games. Just wondering why as normally on smurfs or even good MMR accounts I'm gaining anywhere from 25-32 per win. Anyone else having this issue?
