Ping Fine But Abilities And Others Slow

When patch 5.23 came out, I updated and it didnt work. So I did the repair option but when it was done and I entered a game, my ping was normal:20 ping. But when I used abilities or used chat or opened tab they had a long delay. 5 seconds (I counted) Does anyone have any ideas to fix this? Because this never happened to me before.
