Reduce the bounty for killing a lower level champion

If nothing is going to be done about the jungle EXP gap, there should at least be some change to deter the solo lanes from invading the enemy jungle 24/7, and also ease up on how lanes can be completely sabotaged by the jungle not knowing better and attempting to gank.

I can't stand playing mid lane at the moment, because I'm both forced to play strong early champions to ensure I can stop my jungle from being invaded, and in 1/2 games, one of us snowballs out of control with kills on the jungler, either as they try to sneak dragon or when they attempt a gank at level 4 and get one shot.

This is not fun.
