Jungler's build is getting worse every year

Depending on your champion, you may sometimes don't need jungle items or don't want them as a first item: for exemple on Shyvana Botrk is a better item than devourer or warrior , Zhonya is a better item than runeglaive on fiddlestick, on Nocturne i prefer Youmuu, on some tanks: Righteous's glory etc...

During S3 it wasn't a problem: you could just not upgrade your machete and buy the item you needed. During S4 they introduiced gold income on jungle items but they gave so few gold that the money saved by not improving your machete was equal to the money generated unless the game was very long. During S5 you could still not upgrade your machete at the expense of not having your smite improved.

Now in S6 you're obliged to spend at least 700 gold for jungle items otherwise you're losing XP and falling behind. I find it kinda unfair that you're punished because the first item you need is not a jungle item.
