Junglers have an unfair amount of impact on the game (In solo queue)

I know that riot has made some attempts to remedy this, but so far I don't they have gone far enough. When you think about it, all three lanes have similar amount of impact. Bot probably has the most because it as 2 champs per side, but a fed mid or top can still smash both of them if they get ahead. Junglers on the other hand, can have a massive impact on every single lane AND objectives. This is why players often say "Better jungler wins", because most of the time, its true. I don't know exactly how riot can fix this, but I think junglers should be more encouraged to fight the other jungler, or to farm jungle camps instead of ganking, because usually one of the lanes just becomes 3v2 or 2v1 with the jungler camping it after about 3 minutes.

You would prefer the devourer meta? That basically made it so the jungle was a PvE role, it was really boring to play and pretty much every game went to the 40 minute mark or later.

This isn't true, a jungler is only as good as his team allows, also depends on who they play. Junglers are just as reliant on their team as every other role. Can't take drag, rift, scuttles if there is no lane priority. They do have a massive impact on games but so does a 0/10 bot lane. A jungler can only help a lane, sometimes the jungler gets ahead and still loses

This would likely be because in solo queue, a lot of noobs don't pay attention to easy-to-avoid gank scenarios or even the wards they put down (assuming they place wads at all).

Now if you'e smart and don't allow the enemy jungler to have the impact on a game (via not dying to their ganks), then you're causing them to have less of an impact as the game goes on since you stole time from them that could've been spent on farming. It's actually very easy to make them fall behind, and if they do, they're impact on the game becomes weaker and weaker, even if they gank lanes frequently.
