Flex Ranked is where people trolling?

Hi, I don't normally care that much if people trolling around in a game or two. But it seems many people think flex queue is a place to troll around with their friends. If that's correct, then Riot should say something about it cuz it seems like the report system won't work if only one people report teammates for trolling/feeding in flex queue.
