[Game Design] @Meddler : Flat MS vs %MS in items + Current state of MS?
Apart from boots (and Swifities are getting yet another nerf on PBE), there are only two families of items with permanent MS, and it's %MS in both cases:
upgrades for AP users
upgrades for Crit users
is in an odd place: it had %MS as a Zeal upgrade, and it kept it even though the buildpath doesn't include Zeal anymore.
There are a few other items that give conditional MS, and it's always Flat MS:
with the Momentum passive (need time to build up)

with the Rage passive (need to auto-attack)
Finally, all item actives that give MS are in %MS:

So, two question:**
- Why do you decide to put Flat vs % MS in different items? What's the difference, in practice?
- You mentioned a few patches ago that there was too much MS in the game. Why did you say that? And are you currently happier with the access to MS for different classes? **
Mages and ADC seem to have an easier time, is it on purpose? Tank/Juggernauts have only conditional MS, is it on purpose?
