What is with this game Que....?

Seriously this crap needs to be fixed. Why does it seem like if someone else dodges, you are punished for it?

I just qued up for Top/Jungle.........

Took 40 seconds to find a game and I got Jungle.....ok im cool with that. But during the ban phase someone dodged.

So why did it take another 8 minuted just to find me another game?

Shouldnt people who were already in a que and got sent back to the que line because of a dodge be priority and be near the front of the que line?

Even after taking 8 min to find another game someone didnt click the accept button so it was actually over 9 min before i actually got into a champ selection that the game started.

So i wasnt even the one who dodged but pretty much got hit with a almost 10 min dodge penalty.
