Playing inexperienced champions in ranked.

Hello... Im not sure where to post this, so I did it in the Gameplay section.

I'm writing this because is very literally sick and tired of people picking inexperienced champions in ranked. Multiple times i end up playing with people who has no experience playing whatever champion they pick. It's like they just bought the champion and went into ranked, just to play miserably. It seriously ruins competitive play in higher ELO(Daimond and above). Not only that, but it makes me go very toxic in games. And no, I dont just accuse them of being inexperienced. I usually check their accounts on multiple websites, and can see that they've never played whatever champion they picked. Not even in normal games. There is a possibility that they've played whatever champion on an other account, though I can't tell.

Can't we get a new system making players unable to pick a newly bought champion in ranked? I'm thinking of forcing players to play at least 3 normal games as their newly bought champion before being able to pick it in ranked, just so that people get a feeling of how to play the champion.
