New Singed Passive Idea - Directional-damage modification and speed boosts instead of HP for Mana
You know it's a sad day when you have the biggest Singed OTPs giving up or about to give up a formerly insanely fun champion. Singed420, Minishcap1, and Chimpso have expressed their thoughts on what's wrong with Singed and it makes me sad. But I have a "solution" that is moderately fleshed out.
Things that he prob can't get without destroying his character:

What does Singed NEED in order to succeed:

Movement speed

Survivability

Damage that cannot be shrugged off for extended periods of time while opponents sit in the poison

Unpredictability
Singed has a shield and a canister of unknown, volatile gases. Why not use these things in how he plays? It goes without saying that when most of Singed's core builds have lacked any mana for over a year, it is time for a new passive.
He HAS to run toward opponents at some point, whether it is straight down lane or a flank. His shield should block a significant amount of damage and build "insanity" until he "loses it" and runs faster (scaling with some stat like HP, Mana, AP, or even move speed). This is a start, but when compared to champions like

- this won't be enough.
If you hit a tank of explosive gas, there should be consequences. Singed should take more damage and be propelled by the force. It would not be strange for any poison trail to also ignite, increasing damage to those standing in it. Reminds me of a cartoon. Maybe Singed could scream "YEOW!" while this occurs.
What does this accomplish? It makes Singed fun again. It incentivizes the chase. It allows Singed to not be funneled into buying 5 tank items (

) in high-skill games or buying 5 damage items (

) when you don't care anymore.
Tweak the numbers. Adjust the logistics. But please don't continue to ignore Singed.
