Qiyana's skin isn't purchasable with Prestige Points. Hers is unlocked with the Worlds event pass tokens.

If you read the prestige points post.

"These changes will not retroactively apply to 2018 and 2019 Event Prestige skins"

So once the Worlds event ends... the only way to get it is to reroll through hextech crafting.

She's not for prestige points, she's for Worlds tokens. There is for Snowdown in December but you won't be able to get her as she will be gone by November 25 when the World's event tokens expire.
