Why move all power of Ashe into her Q?

My thought was that RIOT didn't like champions whose power was in a single spell (like Nidalee).

Ashe's W and and R now do not stack her Q passive, but they made the Q's cooldown 0 seconds? Why?

If I'm not mistaken, this is a buff for Ashe - she maintains her passive damage, has better slows because of crits and her Q has 0 seconds cooldown (you still have to stack it when it wears off though). _ What I'd do instead is to let W and R give her a stack, but instead of Q having 0 cooldown, make her auto attacks lower Q's cooldown._
