The Oppressor mastery is what Talon's passive wishes it was

The Oppressor mastery lets you deal 2.5% increased damage to targets with impaired movement. Talon's passive is you deal 10% more damage with auto attacks to targets that are slowed, stunned, rooted or suppressed. Talon's attack speed and animation are so slow you'll probably get one or two autos off in your combo while they are slowed since is passive doesn't work with his Q. While Talon's passive gives more damage it also only works on his basic attacks. They should just swap Talon's passive and this mastery.
