Riot, thoughts on the future of on-hit champs and items in general, devourer junglers in particular?

Jeremy Gaming Curios post a video today where he expressed interest on the changes to Shyvana and Nocturne, here it is:

Generally he seemed eager at the prospect of new builds becoming a common thing and improving hybrid itemization, but he did admit near the end that Shyvana and Nocturne would likely not be helped by these changes and that building Rageblade as a jungler of their type is impractical without current itemization as it is. Ultimately he believes that improvements to tanky on-hit itemization would be needed before this really plays out.

Is it possible that your plans for the future of on-hit itemization could fall in line with his points?
