Whats the point of PBE if feedback is ignored

I'm positive people have been complaining about changes in the PBE such as broken/unbalance champs with their new kits. Such as Graves, how did you even let this slide? He is seriously broken and unbalance. I was 25/4 as Fiora and this 5/1 graves just 1v1's me and kills me with that insane new damage of his, it's unreal

And MF's new ult needs to be toned down by.. ALOT.

If he's so op, why did you go 3/14 when you played him tho?

The PBE is not, and has never been, for balance changes. The PBE is to check for bugs to make sure that everything is working properly. The last time that balance changes were made based on PBE feedback, we wound up with release Skarner, and nobody wants to deal with that. Balance changes are made based on the MASSIVELY increased number of games played on live servers.
