Ideas for a better ranking/elo system

Halo 5 has perma teir placement once you obtain it. Even if you lose 100 games you remain in the teir. untill the 2 upper teirs where it is a point based system.

my question is can and would you be willing to adopt this system? In my opinion it is better system.
