Access to More Language and Voice Options

Riot has done a very good job with giving each champion their individual personality and expressing it through visuals and voices. The one question I have is that _why does a global game like League of Legends not have international voice options? _ Not everyone speaks the same language so it seems very strange that Riot will limit players on their access to the voice and language packs that Riot created themselves. I heard that the EUW client have more flexibility in voice options but this shouldn't be limited to just them.

I realize that it is possible to modify your client through 3rd party software to change your in-game voices and announcers but that is very risky. I have contacted Riot about this and recieved the response "While we don’t strictly condemn the use of third-party modifications, these programs can be dangerous and worthy of suspension where they violate our Terms of Use. We don't support modifying the client in any way. In my opinion, it's better to be safe than sorry." We shouldn't have to take a gamble on whether we might get banned or not just to play the game in a better environment with more familiar languages.
