I was wondering, if Evelynn's E applies on hit effect (twice) why doesn't it give you guinsoo stacks? I find it quiet startling and unfair...

You honestly shouldn't bother with eve at this point in time, the current meta is not conductive to her play style at all, combined with item and mastery changes the new jungle hurts her way too much.
It doesn't? it gives two stacks of Wit's End and applies two stacks of Black Cleaver.
Must be a bug with Rageblade.
