How to fix Rylai's Crystal Scepter

Split it into two items.

Item 1 would be about similar to the current Rylai's, except for the fact that it's melee only, like Ravenous/Titanic Hydra. This would allow melee mages that are fairly well balanced around this item to keep it in their builds (Singed, Mordekaiser, Rumble.)

Item 2 would be for ranged mages, but would have a champion based cooldown, in the same sense as Nautilus's Staggering Blows or Udyr's Bear Stance. This would stop people like Kennen or Cass from perma slowing you as they chunk your health.

This would also allow for balancing the stats towards the two aforementioned mage categories
