Rune Pages were refunded with skins yet still exist?

So Runes and Masteries were combined. But apparently all that happened was masteries were removed and runes were changed into exactly how masteries act. Players who bought rune pages had their pages refunded with skins because of runes being removed; however, the rune pages are still useful?? Yea you can change the runes in champ select but at the current moment it takes a while for me to pick what I want because I'm not familiar with the new runes. So the new rune pages allow you to just have more custom pages set (just like old masteries), no longer have to buy runes because they were removed and refunded, yet I can't create more than 2 because I haven't bought any rune pages (unlike old masteries). Making players who bought old rune pages basically get free legendary skins because their pages still have use (yes i know they had much more use and technically you don't NEED them because they can be switch in champ select, but if I can switch in champ select then why can't I just have my own damn custom pages up to like 20??) This makes me feel like I can pay BE just to be more prepared before a game and not have to rush to click what runes I want before a game. 6300 BE just to have another customizable page is ridiculous, they should be free like old mastery pages.
