Revert Lucian's W Nerf

Way back when the AD Scaling was removed from Lucian's Ardent Blaze, his burst damage was lowered quite a bit. That's fine because he was still strong. The more recent changes to his Passive doing less damage on the second shot worsened his dueling. Coupled with the longer cool down on his ult given to him some time ago, and we have a string of nerfs that nearly make Lucian only have 2 1/2 valuable spells (His ult is half a spell until late game because it's at rank 1 it is really only useful for wave clear.

If we give Lucian an AD Scaling back on his W (it doesn't even have to be a good one) then he will at least have a reason to fire it off in a team fight for a reason other than to prock his passive. The Movement speed is lack luster and the mana cost make his W feel like a waste.

I felt i should post this since Lucian is seeing play with the release of his skin (it's great btw)
