@riot @meddler Can we talk the Heimer changes?

Heimer is an oddball in my heart. I want to play him more he just feels so awkward.

The worst feeling of all the times playing with heimer is his ultimate. I just want to be able to R/W to fire my rockets. But you (riot) make me wait out the rest of my W cooldown. I can't see how allowing instant access to his abilities regardless of cooldown after activating R can possible be wrong.

Also Turrets need to not insta die and probably need to not be smiteable...
