Why is Taliyah's damage so gated and unreliable?

I always feel like Tali was designed to be difficult to play with no real compensation. I'm a Syndra main and my Q>E combo does more damage and is more reliable than everything in Tali's kit. I don't get why she is so fundamentally gated in her combos that even go so far as to work against it's self when trading in lane. There is no other champ in the game that can fuck themselves over by using an ability 100 seconds before they needed it. Worked ground is a dumb concept. It just is. That combined with the mediocre damage on her w alongside its the terrible delay on all her moves and damage she feels clunky for the sake of clunky. Everything is gated so you can do well vs. any champ with easy accessible damage like, ya know every mid and top laner!

Yeah her whole kit is riddled with counterplay and then she does no damage anyway. Makes no sense.

In the end, the solution was to actively downplay her power. Many of League's champions are in their prime—they're kings, warriors, or gods. Taliyah is just a sixteen-year-old girl with a power she doesn't yet fully understand. She's rough around the edges, so we gave her messy, wind-swept hair, and the color palette of her costume is drawn from the redstone flats of Shurima. We also dug the idea that she used her powers to craft the rock mantle she wears around her shoulders. This reinforces the idea that, to her, rocks don’t weigh anything.
