Veigar's E - Event Horizon

Veigar's E needs to be changed in one of two ways:

Is it meant to be a CAGE / ARENA that keeps you in? If so, the area needs to be much larger. You essentially have no room to move around in it, especially with how bad minion block is. If you're caught in his cage with minions around you, forget it, you're not moving.

Is it meant to be used for the STUN? If so the cage itself shouldn't last 3 seconds, at least not at rank 1. If it's used during a gank 3 seconds is enough time for any champion to scale the length of the entire lane while you're stuck sitting there "avoiding" the stun. You're better off GETTING stunned 90% of the time, which makes absolutely zero sense.

Event Horizon has always bothered me as a skill since it has a very unclear identity and seems to be an all-around better Jarvan ult.
