Jinx because you're new and probably bad. She's decent at everything but very good at killing the minions.
That depends on what you like to play.
Early or late game? Close or far? Single-target or AoE? Mobile or less mobile?
This question so loaded it's funny for me. Draven counters Vayne so hard but Jinx counters Draven since she kites him with her 700 range. Vayne counters Jinx because post 6 vayne has so much outplay potential against jinx in a duel (but gets murdered by draven still for the whole game assuming no wall stun). Graves is just BAD right now.
