Whats the drop rate of gemstones? Are they new?

I never got one of these before and it gives another box and key. I got 2 in a row so I got 3 different skins: Vandal Twitch, Debonair Ezreal, and Primetime Draven. Is this an event or is this permanent? Is this new and if it is or isnt, does anyone know generally what the drop rate is (like slim to none, etc.)

They have been around since the beginning and the drop rate is like 1 in 50, and they are used to create exclusive skins: Hextech Annie, Soul Reaver Vayne, and Dreadnova Darius.
