Give Cinderhulk Tenacity?

A lot of the reason i bought the old Juggernaut enchantment on the jungle item was because of the tenacity. I bought Juggernaut SPECIFICALLY on Hecarim because he benefited so much from having tenacity since you could buy boots to make him faster instead of buying item 3111. I realize this is a bit much, but the tenacity was really something useful to have on tanks in general since most of them give a lot of lane presence in ganks, so having item 3117 or item 3009 were usually much better boot buys for them. not to mention in team fights they would not be quite so effected by mass amounts of cc blown onto them and that let them be more active. The tenacity was especially useful in terms of most junglers that got this went 9/21/0 masteries getting the tenacious point for the extra bit it gave for you. I even thought the tenacity was more useful then the CDR for the most part since a lot of junglers built items with CDR in it naturally (item 3190 , item 3065 for example) so even though they would find use, it wasn't necessarily a huge thing they needed and could opt in for CDR/tank items afterwards anyways. The big champions i usually play that used juggernaut were Nautilus ,Hecarim, Zac , Sejuani . Please tell me if my thinking is entirely misguided, i really haven't played the game too long, but i understand that the change from juggernaut was a well directed thought, but maybe a push to give something other then pure flat health.

The new cinderhulk focuses on scaling

As a Zac I was well able to gain 1000 bonus health (didn't check exactly but after only 3 items it was 400)

The tenacity is big tho and I get your understanding, however although you may not like this item 2138 is the best solution for the tenacity you need.

Cinderhulk also gives a lot of aoe (without it I would be able to do a 3rd of the damage of my carries, where in the last game I played that went 50 minutes, I did half as much damage as my carries)

I'd rather have tenacity on it than 500 hp

I would love the tenacity back as well, however I think the reason for not keeping it is as follows

  1. To not overload the item, or you'd see it as one of the only buys on tanky/bruiser champions. (Vi, Jarvan, possibly even Lee.)

  2. To encourage you to actually buy Elixir of Iron, I rarely saw it bought in favor of one of the other three simply because why would you take double tenacity?

  3. Because what brought tank junglers back in the first place was the Quill Coat patch, where the item gave AoE damage to work with, and additionally, when upgraded to Spirit of the Ancient Golem, gave health and a health multiplier. This item is basically what they're trying to emulate with the Cinderhulk item.
