Quitting or lagging out?

As a player I have had some laggy games that I have thought I don't want to be in a leaver buster queue next time I join a game, because I lagged out so much that my computer shut down or something similar to that. I would like an update to leaverbuster, if one of your teammates leaved because they lagged out instead of being automatically placed in leaverbuster after the game, something would pop up saying did this person lag out or just quit. I believe that this would give riot a chance to make their players happier ,and not be upset because they lagged out or something else happened. This might be abused ,but I suggest that only people who aren't friends could vote, which would only be in games where you are in a party with some people you knew and solo games. All in all if a player lagged out or something else happened to them the other players should decide what should happen ,and not just a program that would place someone in a waiting queue automatically.
