i'm loving the new changes about runes, but i got a question aswell

In their new informative Video, riot explained they will repay through RP purchased Runepages with epic skin shards, and mentioned they round up, but i have a question regarding that. Does that mean you get one skinshard for ANY purchased amount between 1-4, two skin shards for between 5-8 pages and so on? or did i catch something wrong?
