Level 9 alternative upgrade to the current Warding Totem

Basically the idea is fairly simple.

This alternative will will take longer to charge for a ward 240 to 180 (compaired to the current Warding Totem 180 to 120) but when placed it gives true sight of the area for 15 seconds.

This will cover the current issue of no pink upgrade option for Warding Totem and has pros and cons compared to the current Warding Totem making it not a must take option.
