On riots confusion for fizz's passive

Why not make it more like unique passive on a lower flat value and have it scale off AP. It was known that the passive was part of the success of tank fizz on top of the %damage. This will give fizz better diving access for poking/assassinating and will properly fulfill the purpose that the passive was made for on helping fizz against the harass against midlane champs since it a lot of the harass will also come from spells.
