The reward for scuttle should be a free camp, not faster xp
Just my opinion.
Changing scuttle to be one at a time, and give meaningful XP could be a good change. However making it give MORE than a camp of xp seems unreasonable.
Scuttle is a "camp" where instead of losing mana and HP, you recover it. That's an advantage in itself. If I clear 4 real camps, and you clear 3+scuttle for the same XP, you'll be better off.
4 camps to level 3 (except krugs, but not scuttle as planned), plus balancing first clear such that most/all junglers would be under 2/3 health for 4 camps but significantly higher if they did 3+scuttle would be a meaningful advantage and still encourage PvP (j v j) interaction.
The current idea seems too much. Why aren't laners trying to take scuttle instead of going to Lane after leashing? (Scuttle planned to spawn at 1:40). I don't want a 3v3 or 4v4 with one player on each team at level 2 and everyone else at 1.
The balance seems to be tough. It assumes one jungler will know he's weaker and cede it to steal a buff. Except in solo queue, most players will want to fight for it. So someone will have a kill AND the huge XP advantage, while his opponent loses their first buff with the death.
Not to mention some junglers will almost never get scuttle at 2 because they're weak early and will need to be balanced around this - so what happens when they're against another such champion and get it? (Or steal it)? How hard will they snowball when their weak early game is removed with a full level lead?
I think a free camp is a meaningful reward that isn't necessary to contest.
