So Why Can't I Change My Gameplay Settings Before I Enter A Match?

I mean yeah, I could just start a bot or custom game, but wouldn't it make more sense to allow to do so from the main menu? I'm trying to relearn the game after not playing LoL for months, and between that and the HUD changes, made my first match a nightmare.

What do you set your mouse speeds at?
