Lore Q: Is Trundle Shen's ultra-broken Older Brother?

Is this suppose to be a Dark Knight vs Bane kinda thing? He's a tank with incredible attack speed and on hit sustain, with aoe MEGA slow. If he's within range you're pretty much forced to fight him if he comes after you unless your team rescues you with multiple cc. When I think about other champs that have on hit capabilities and tanky sustain I think of Shen who is utterly useless compared to a Trundle aside from making clutch saves. Taunt has to land and even then Shen generally doesn't deal enough dmg to anyone other than ultra squishies to force the fight to continue. If Trundle gets cc'd he just waits it out and hunts you down. If Shen gets cc'd he's out of the fight. Let's just get rid of Shen, tone down Trundle and let him teleport across the map.
