So is patch 7.4 gonna stop the Graves near 1 shot with only his Q?

1 Q can nearly if not entirely 1 shot most champions under 2.5k health (basically most mid/adc champions) if he goes full lethality/armor pen. It also makes fighting with him near impossible in clustered group fights since he can more or less burst 2-3 of your members with 1 AOE ability.
