so the dmg runes

so i have seen other use this exact same rune page and then be able to do half health dmg

so can someone tell me why this doesnt work for me?

im thinking scripts but please let me know if my theory is wrong

is the type of items you build that important? its not like i have the gold so how do ppl with the same kda get those items?
