When will Veigar ever change?

Isn't time we move away from having a champ that can walk up to an adc carry box em in and either burst them down with two quick abilites which will eventually grow into walking by a fight and pressing one button and watching them die hopelessly because their stopwatch or GA was down? I'm just wondering. I know he's a popular pos so it most likely wont be this year or even 2019 but he needs to change. Adc's have it hard enough without being put out of a fight because some crappy Yordle decided to spend 100 mana on him/her.
