Shen's Ultimate

I've noticed that Shen's (Q) and Ultimate still scale with AP. I just wanted to post because I feel as if Shen's Ultimate should scale with health. Right now the Ult feels more like "I'll be there if you can survive" rather than, "Your well protected until I arrive."
