(Pretty much the TL;DR) An idea to change is to make the passive scale with armor so a weak early game champion cannot just buy Tabi's and immediately block 10% of their opponent's damage. The scaling could be something like 30 armor per 1% blocked AA damage. Let me know if you guys think this idea would help the view on Tabi's.

Ninja tabis isn't getting nerfed in this round of PBE updates. The reason the item is "broke" is because of the passive reducing basic attacks. This on top of the armor you get from the item, the item is really efficient for bottom lane. I personally think the item with 30 armor is fine, but the passive needs to be reduced to 5% or 7% and then it'll be balanced. For an item like Ninja Tabi, there isn't a reason to compensate for the loss of armor or reduced damage from auto attacks because the item is just too efficient. Since Tabi's have 30 armor, that on a carry who generally doesn't build armor like an ADC is really good for survivability and blocking % damage from auto attacks from a champion who only right clicks is a little ridiculous. I believe 30 armor and 5% reduced damage from basic attacks is perfectly balanced and would make bottom lane a bit more healthy.
