Ashe the best balanced champion?

So, with players constantly labeling champions anywhere from "OP Rito pls nerf" to "Troll pick, reported", I've been thinking a lot about who the most balanced champion in the game is. After a little thinking from my silver elo brain and a lot of listening/watching my diamond elo friend, I believe that Ashe is probably the most balanced champion in the game, and I firmly believe that she is the most balanced ADC in the game. Here are my reasons why! (Note: I am an Ashe main, but this is pretty bias free as I'm looking at her pros and cons and why shes balanced, rather than asking for buffs or something. XD)
The main reason why I think Ashe is balanced perfectly is because she still has very clear strengths and weaknesses no matter how far behind or ahead she is. An Ashe that is ahead and is in a position to snowball can absolutely do so. With her vision control, hard cc, soft cc, decent poke with her w, and the fact that she has a tool to engage regardless of where she is on the map, a fed Ashe can be one of the most terrifying things to deal with. Especially since the slow on her autos really limits your chances or being able to run away.
That being said, no matter how far ahead she is, she is still incredibly vulnerable and her burst damage is pretty bad. I have been massively ahead as Ashe in many games, but not be able to do anything because another fed assassin comes to kill me, and outside of my ult that isn't incredibly effective at close range, I have no tools to deal with him/her. In addition to this, when playing against a fed Ashe, I've found that I have windows to counter or outplay her. Unlike fed Dravens, Vaynes, Jhins or other ADCs, Ashe isn't going to one shot you or half health you with an auto, or in most cases even two. Provided she doesn't land her ult, you have at least some time to counter her before she stacks her Q, at which point she probably will half health you in an auto. xD
Looking at the opposite side of things, I've found that no matter how far Ashe is behind, she is still useful and can even be the reason why your team gets a win. Her hawkshot is INVALUABLE for a team that is behind, as it allows you to safely check baron, dragon, or just gather information without having to walk into a dark and scary jungle. Also, while her damage can start to feel incredibly underwhelming, her ult cc stays the same no matter how far behind she is. There have been many games where I was so behind I probably did less damage than a siege minion, yet was still a crucial part to the team's success as my ultimate was the key to getting picks and engaging fights, and my hawkshot gave us vision where and when we needed it.
Once again looking at the flip side, an Ashe that is behind has severe disadvantages. Her damage is incredibly low when behind, she is still extremely weak and vulnerable, and since her slows work with her crit chance, if you are lacking in items you lose a lot of the soft cc you could be providing for your team.
There are a lot of other small reasons why I think shes balanced perfectly, but those are the main points. It just feels like there is always a chance when playing as or against an Ashe. If I am playing Ashe and ahead, I know that I can hard carry and snowball the game, but that I also have to be careful about how I do so. If I am playing Ashe and behind, I still know that I have a role to play on the team and can be a key part in the team's success. If I am playing against a fed Ashe, I know that she still has clear weaknesses that I can exploit. If I am playing against an Ashe that's behind, I know that while we have a strong upper hand, there are still things we have to be careful about.
Last point I want to mention, I believe Ashe's balanced state is well shown in the E-sports seen. She isn't very often a must pick or ban champion, yet I'm never surprised if I see her banned or picked. She is used a fair amount globally, yet isn't a "hot meta pick" and always being picked or banned.
TL;DR - Ashe is appropriately rewarded when she is ahead and appropriately punished when she is behind. It is never an "easy win" or an "ff@15". Her defined strengths and weakness are tuned perfectly so that when ahead she can be very annoying and hard to deal with, but is still vulnerable, rewarding the Ashe but giving the enemy a chance to comeback. When she is behind she is very weak especially in terms of damage, but still useful, rewarding the enemy team but giving Ashe and her team a chance to comeback.
