Thresh
Warning this entirely concerns only Thresh XD And no I don't think i'm 100% right but this is what I think.
Passive: While he does get to stack armor it's shortcoming is no scaling base armor and the fact that LW gutters his defense. So maybe on second thought his armor passive could be changed and thresh gains armor per level cause atm his passive alone sucks with LW finally being the way it should've been. Make the AA empowerment part of his E move to passive and give thresh scaling armor per level that would fix a heavy part of his overloaded feeling plus keep the delayed AA empowerment i think fits well with his play making. Sorry to go on so long about just the passive.
I'm not going to say the current passive has no benefits with LW being here. The core benefit is thresh does not have to worry about falling behind armor wise when he's under leveled which usually happens to supports. I'm not going to lie and say that's nothing major to complain about as the meta favors a bit more mid-late game although end-game has become more possible. However I think, while I know it'll be disliked, thresh IS overloaded if his E's passive moved to his passive and he was given normal base armor I feel it'd take a bit of his "overloaded" feeling away and more will open up to buffs for thresh.
His Q needs an animation speed up on the pulling and a set amount of CC duration on both the pull+going towards instead of varying depending on how long you drag em before reactivating cause I doubt anyone will disagree well timing it make the CC too long.
Again I know that it does take practice to do but facing it can be frustrating when thresh is in power.
W, while I honestly never thought about the range on it. I think it would feel better if MAYBE shortened the cast range to 500/550/600/650/700, while the tether range is twice the cast range, but gave it 2 charges(Non-stacking shield). I'm not saying they should do this and it does sound crazy, but EXPERIMENTING on that could make it feel more re-positioning than a downtown engage tool.
I feel the passive change and W change would buff thresh while the Q change is a nerf I still think it's better for the game overall than a random CC duration.
You could still do downtown engages with the W change btw just a bit more work esp. with the Q change, and giving that up for more re positioning power I feel is beneficial. Again this isn't 100% right but I was just thinking about thresh a bit and wanted thoughts on it.
