Runes at Low Levels Should be More Accessible

I think its a little odd and unfair to not have a choice of T3 runes until level 20, It just doesn't make a whole lot of sense, I mean even well after 30 I was still scrounging for IP to fit different builds and champs.Three Ideas:

  • Make cost reductions or bundles

  • Ip Boosts till level 10(maybe too much)

  • Starter pack when you join league(9 marks, glyphs, seals and 3 Quints)[No Cost]

Let me know what ya think, throw some ideas down, don't hold on to your item 2009 s', as always I come prepared when I post ideas to boards so I have a noose and stool on the ready.
