While hec is extremely strong with "Fervor of Battle", Leagues' speedster received a decent nerf to his early-mid game power due to the removal of a purchasable home guard. His TP+home guard ganks may not have been vital to his success, but they are by far some of the most thrilling and satisfying plays you can make given the simplicity and ease of execution they require. With the new home guard only being available at 20min, hec misses the opportunity to have huge impacts early on when rushing HG boots for tp ganks, potentially the strongest bot lane ganks in the game.

My solution, re-introduce a purchasable home guard, albeit at a higher price, i.e 500G, as a purchasable upgrade from the get go. A cost increase would make the enchantment less of a "Gonna get this cos everyone does" and more of a situational buy for tp junglers like hec and rammus as well as top laners who take tp and wish to have more of a global presence early in the game. Upon reaching 20min, if the upgrade was in fact purchased and still remains on the players boots, the upgrade will be consumed and become a permanent enchantment, allowing another enchantment to be purchased in its place.

With the current state of the game being absurdly snowbally and fast, this may not be the right change to implement at this moment. However I believe there should at least be the option to buy early HG if a player is willing to set back their tri force, IE or sunfire cape in exchange for the early global presence.
