A emergency cancel game function in case of afk

The most basic system I can think of that can't be abused

Game starts

Game gives a 1 minute and 30 second timer for you to move

If you have yet to move a 1 minute count down begins

If afk player has yet to move or perform any action in the timer the game will be cancel as a state of a emergency afk cancel

No players will be rewarded anything, the player who triggered the afk cancel will receive some sort of penalty that riot judges as fair.

Simple Reliable Can't be abused

Reasons for this-While it is not often, having a player afk at the start of the game is horribly annoying , the team with the four for the most part is guaranteed a loss, hell even the players who won don't even feel good about it. It completely spoils the game for both parties. While I would like a bigger system for more scenarios, this is the most basic system I can think of that I feel very few people will have problems with that can't possibly be abused.
