@Riot If the game can detect a leaver/afk in the game. Why can't other players leave freely?

Everyone is tired of Leavers/Afks holding players hostage in a losing game til the 20 min surrender vote.

The time limit for them to come back into the game should be 10 mins, if not other players could leave without the Leave Buster penalty but still lose LP (because of boosters). Preferably, 50% or 75% of the Original LP lost.
