I think a Luden's Echo jungle item would have been better than sheen

Any AP champ can utilize a luden's echo, where as sheen is a bit more niche. It should be about 70 AP, with a weaker scaling luden proc.

Weaker than .1 AP?

Luden's isn't really meant to scale well; it is an item you get for an earlier powerspike as the 100 base damage you get from it is big in the early game, but with only .1AP scaling, it scales poorly with more AP. A jungle item that would be weaker at scaling than Luden's wouldn't be very useful to a jungler.

The general trend looks to be that Riot is trying to make Jungle items that scale decently well into the lategame. With Cinderhulk, Runeglaive, and Devourer as the examples we see that Cinderhulk gives scaling 25%HP, Runeglaive gives a lich proc that scales moderately well with .3 AP given it is AOE (though this is getting nerfed thanks to Ezreal), and Devourer gives more on-hit damage with the camps, kills, and assists you take until it transforms into a hypercarry item that increases your on hit damage effectively by 50%.

Even the Warrior enchant that was on the PBE was scaling with the damage you deal (.06 x physical damage dealt is dealt again as true damage over 3 seconds) which was probably taken off the PBE thanks to Ezreal again :P. This change would scale much better into the game than 10 flat armor pen, so I think that is what Riot is trying to create: items that scale into the mid-lategame, rather than a powerspike that would be outmatched by a lane item.

Runeglaive really isn't a bad item (it's probably OP), but I do think that they shouldn't have gotten rid of Magus for junglers like Karthus and Fiddles who absolutely avoid using AA's. They could eventually rework Magus to make it more than just a ball of stats, but I feel like there should be an item for Mage junglers as well and Runeglaive isn't really optimum on them.

I'm actually sad that they are hitting the item (runeglaive) so hard because of Ezreal. If I were in charge of the change, I would make it so that Runeglaive procs the AOE on Monster OR Champion hits rather than the proposed only monster hits. Because NOW, with the change of Runeglaive Spellblade no longer converting your attack to magic damage, the item is just a completely worse version of Lichbane in nearly every situation. Runeglaive WAS hands down better and I think that is a problem, but I don't think such harsh nerfs are completely warranted. I would say implement one of the two changes on the PBE: either the conversion to magic damage being removed or the AOE on champions being removed, but not both. I would really be happy with either as I understand the item is a little OP right now (and not just on Ezreal), but I think there isn't really a need to go this far.

The best choice for AP junglers would actually be a mini wota

New Enchant: Soul Siphon Builds out of Smite upgrade + Revolver + 200 gold (total cost of 2250): STATS: 60 AP UNIQUE PASSIVE: Drained Soul - Spells heal for 10% of the damage dealt to targets before resistances are calculated. Damage against monsters also restores 5% of damage dealt as mana.

BOOM: Instantly usable by ALL AP champions.

OR You could do a mini deathcap: NEW ENCHANT: deathstaff Builds out of Smite upgrade + NLR + 150 Gold: STATS: 60 AP UNIQUE PASSIVE - Growing Power (would be shared by Deathcap): Gain an additional 15% AP Unique passive: Damage to monsters by abilities restores 8% missing mana (can only happen once every 2 seconds)
